Temiskaming Law Association Scholarship Campaign
Statement from Temiskaming Law Association President, Danielle M.S. Bélanger-Corbin regarding the establishment of the Temiskaming Law Association Scholarship Fund:
It is with great pride and a deep sense of purpose that I write these remarks on behalf of our Bar Association in support of the establishment of this Scholarship Fund.
This Fund is more than a gesture of generosity from the members of the Temiskaming Law Association: it is a declaration of intent. It reflects the collective recognition that the legal profession in our District stands at a crossroads, and that we have both the opportunity and the obligation to shape what comes next.
The Temiskaming Law Association Scholarship Fund, established through the Temiskaming Foundation, addresses this challenge on two fronts, and that dual approach is not accidental. It is strategic.
The first scholarship, awarded annually to a graduate of the Law Clerk Program at Northern College, recognizes and invests in a pipeline that already exists. Law clerks are the quiet backbone of legal practice in communities like ours and a key partner in facilitating access to justice. By honouring and supporting graduates of that program, we send a clear message: there is a future for you in the law, and this community will help build it.
The second scholarship, supporting a law student from our District who intends to return here to practice, speaks directly to the recruitment challenge. The greatest predictor of where a lawyer will practice is where they are from. A student who grew up here, who has family here, who understands the texture of life in our northern and rural communities, is far more likely to build a career here than any recruitment campaign could ever produce. This scholarship gives that student a reason, and the means, to come back.
A succession plan for a bar association such as ours, cannot be drafted overnight, and it cannot be executed by any single initiative. But it must begin somewhere. And the Temiskaming Law Association, at its recent Annual General Meeting, decided to take its first steps, signaling to law students, to law clerks, to young professionals, to the broader community, that our District values legal expertise, that it will invest in those who choose to serve it, and that a legal career here is Timiskaming is not a compromise but a calling.
The Temiskaming Law Association Scholarship Fund is that signal.
It is an act of faith in the next generation of lawyers who will stand where we have stood. It is a commitment, made permanent through endowment, that our profession will not simply age out of this community but will renew itself, year after year, through the deliberate cultivation of talent from within; these young legal minds know and understand the North and its people.
On behalf of our Association, I wish to thank the Temiskaming Foundation for this partnership, and I urge our membership, our community partners, and our colleagues across the profession to support and grow this Fund. The work we do today will determine the legal landscape of our District for decades to come.

C’est avec une grande fierté et un profond sentiment d’engagement que j’écris ces quelques mots au nom de notre Association du Barreau pour appuyer la création de ce Fonds de bourses d’études.
Ce Fonds est plus qu’un simple geste de générosité de la part des membres de l’Association du Barreau du Témiskaming : c’est une déclaration d’intention. Il reflète la prise de conscience collective que la profession juridique dans notre district se trouve à un carrefour important, et que nous avons à la fois l’occasion et l’obligation de façonner notre avenir.
Le Fonds de bourses d’études de l’Association du Barreau du Témiskaming, établi par l’entremise de The Temiskaming Foundation, relève ce défi sur deux fronts, et cette double approche n’est pas le fruit du hasard. Elle est stratégique.
La première bourse, décernée chaque année à un.e diplômé.e du programme d’adjoint.e juridique du Northern College, reconnaît et soutient un bassin de talents déjà existant. Les adjoint.e.s juridiques constituent le pilier de la pratique du droit et travaillent en coulisse dans des collectivités comme la nôtre; ils et elles jouent un rôle clé pour favoriser l’accès à la justice. En rendant hommage aux diplômés de ce programme et en les soutenant, nous envoyons un message clair : il y a un avenir pour vous dans le domaine du droit, et notre communauté vous aidera à le bâtir.
La deuxième bourse, qui soutient un.e étudiant.e en droit de notre district qui a l’intention de revenir ici pour exercer, répond directement au défi du recrutement. Le meilleur indicateur permettant de prédire où un.e avocat.e exercera sa profession, est son lieu d’origine. Un.e étudiant.e qui a grandi ici, qui a de la famille ici, qui comprend la réalité de la vie dans notre communauté rurale du nord ontarien, est bien plus susceptible de bâtir une carrière ici que ne le permettrait n’importe quelle campagne de recrutement. Cette bourse donne à ces étudiant.e.s une raison, et les moyens, de revenir au bercail.
Un plan de relève pour un barreau comme le nôtre ne peut être conçu du jour au lendemain, et il ne peut être mis en œuvre par une seule initiative. Mais il faut bien commencer quelque part. L’Association du Barreau du Témiskaming, lors de sa récente assemblée générale annuelle, a décidé de faire ses premiers pas, en signalant aux étudiants en droit, aux adjoint.e.s juridiques, aux jeunes professionnels et à la communauté dans son ensemble, que notre district valorise l’expertise juridique, qu’il investira dans ceux qui choisissent de le servir, et qu’une carrière juridique ici, au Témiskaming ontarien, n’est pas un compromis, mais bien une vocation enrichissante.
Le Fonds de bourses d’études de l’Association du Barreau du Témiskaming, incarne ce signal.
Il s’agit d’un acte de confiance envers la prochaine génération de juristes qui prendront la relève là où nous avons œuvré. C’est un engagement, pérennisé par une dotation, garantissant que notre profession ne disparaîtra pas simplement de cette communauté avec le vieillissement de ses membres, mais qu’elle se renouvellera, année après année, par le soutien financier des talents issus de notre milieu; ces jeunes esprits juridiques connaissent et comprennent le Nord et ses justiciables.
Au nom de notre association, je tiens à remercier The Temiskaming Foundation pour ce partenariat, et j’exhorte nos membres, nos partenaires communautaires et nos collègues à soutenir et à faire croître ce fonds. Le travail que nous accomplissons aujourd’hui déterminera le paysage juridique de notre région pour les décennies à venir.
